Of 3,000 students who entered public colleges and universities in Wisconsin in 2008 with the support of federal financial aid, less than 20 percent of the students obtained a degree within five years and half left without earning a degree. Lack of money played a key role in students’ completion outcomes. Unable to afford tuition, books, and living expenses, students in the study often had to work too many hours at outside jobs, drop classes or take time off to save money, and even go without adequate food or housing.
